Why Road Construction Has a Different Risk Profile

Most construction sites have a fence. Road projects don't. Work happens alongside live traffic, with plant equipment running close to passing vehicles, crews cutting road surfaces in direct sun, and nobody standing still for very long. The main risks:

  1. Vehicle strike - workers in or near live lanes or reversing plant
  2. Heat - full-shift outdoor work in direct UAE sun
  3. Silica dust - from cutting, grinding, and compacting road materials
  4. Noise - breakers, compactors, and heavy plant running simultaneously
  5. Falling objects and ground hazards - debris, tools, and uneven terrain
  6. Night work - reduced visibility when crews push into after-hours shifts

A PPE program for road work that only covers the obvious items leaves gaps. The less obvious ones are often where the incidents happen.

The Core PPE Checklist for UAE Road Projects

1. High-Visibility Safety Vest

No exceptions on a UAE road project. Workers in or near traffic zones need to be visible to vehicle operators at all times, including plant operators and drivers who may have limited sight lines.

  1. Class 2 or Class 3 high-visibility rating
  2. Reflective tape on front and back
  3. Retroreflective strips for night shifts

For projects running near active traffic lanes, railway corridors, or ports, vests go on when workers step out of vehicles and come off when they're back in them.

2. Safety Helmet

Required across all active zones. The road-specific risks worth noting:

  1. Overhead work near cranes and elevated plant
  2. Flying debris from surface cutting and grinding
  3. Low clearance in underpasses and drainage structures

EN397 or equivalent. For projects with electrical exposure nearby, electrically rated helmets are a separate requirement.

3. Safety Footwear

Road surfaces, rebar, loose aggregate, and heavy plant moving nearby all create foot injury risk that standard footwear won't handle. For road construction:

  1. Steel or composite toe cap (EN ISO 20345)
  2. Puncture-resistant midsole
  3. Slip-resistant sole for wet and oily surfaces
  4. Heat-resistant outsole for work on or near asphalt

That last point matters more than people think. UAE asphalt in summer reaches temperatures that degrade standard rubber soles faster than expected.

4. Hearing Protection

Breakers and compactors push noise levels past safe limits quickly. Workers near this equipment for a full shift without protection are accumulating hearing damage that won't show up for years.

  1. Ear plugs for general road work
  2. Ear muffs for workers standing directly beside breakers or heavy compaction equipment

5. Respiratory Protection

Surface cutting and grinding releases silica particles. Long-term exposure is a recognized occupational health issue, not just a dust nuisance. Match the mask to the task:

  1. FFP2/FFP3 disposable masks for general earthworks dust
  2. Half-face respirators with P3 filters for surface cutting, drilling, or heavy demolition
  3. Full-face protection where sealants, adhesives, or chemical contact is involved

6. Protective Eyewear

Flying debris and dust are constant on road sites. Goggles or safety glasses should be worn during cutting, grinding, chipping, or any task near compaction equipment. Anti-fog lenses are worth specifying, UAE heat and humidity fogs standard lenses faster than most other climates.
